What is OER?
Open Educational Resources are freely available and openly licensed online teaching and learning materials that can be used, shared, and adapted. As a no-cost alternative to traditional textbooks, OER saves students money and fosters their success (CTOER, 2026).

OER in CT
In 2019 CT established Connecticut OER Coordinating Council that has worked collaboratively to leverage the power of OER to make higher education more open and affordable. So far, the council has saved 10,000 Connecticut students nearly $1.2 million in textbook expenses, an ROI of 5.23x on the state’s investment. In FY2024 the state did not continue the $100,000 grant budget, and only partially restored the budget for FY2025 (CT OER CC, 2026).
The application process for the CT OER Grant Program will open again at the end of Fall 2026.
